STUDENT DISCIPLINE AND CONDUCT
1. The Principal of a medical college and Vice Chancellor LUMHS is empowered to
suspend, rusticate or expel any student.
2. Every college shall have executive committee of Academic Council comprising
of not more than five members to assist the Principal in all the disciplinary
matters.
3. The provincial Secretary for Health will be competent to hear the appeals
against the decision of the principal within 30 days.
4. A student whose name appears in F.I.R. pertaining to a non-bailable offense
as specified in the Criminal Procedure Code (Cr.P.C.) will be suspended. During
the pendency of the case he/she will not be allowed to attend classes or take up
any examination.
5. The action for situations warranting suspension rustication and expulsion and
procedures for action against each of them shall be as under:-
A. PROCEDURE
(i) The Principal may, suo-moto, on the information received by him or on the
advice of the Executive Committee of the Academic Council, initiate action
against a student of the college and award any of the punishment prescribed i.e.
suspension, rustication or expulsion as the case may be.
(ii) Before taking any action, the Principal shall serve a show cause Notice on
the student indicating briefly the charges against him. The concerned student
may give a written reply within seven days after which action will be finalized
by the Principal/Executive Committee within 7 days after receipt of the reply.
The student proceeded against shall not be entitled to personal hearing.
B. SUSPENSION:
A student shall be liable for suspension upto six months if he commits any of
the following acts:-
(a) misbehaves or quarrels with any teacher or member of
the college staff..
(b) is generally disobedient.
(c) spreads false rumours.
(d) uses unbecoming, indecent or filthy language.
(e) is inappropriately dressed or does not wear white overalls.
(f) incites other students to violence.
(g) shouts, abuses, quarrels or fights with fellow students.
(h) raises slogans.
(i) interfere with the College administration including the mode or schedule of
the examination.
(j) indulges in acts of immorality.
(k) indulges in any kind of political activity including displaying posters or
placards within the college premises.
(l) remaining continuously absent for more than a month, with out prior
permission.
C. RUSTICATION:
A student shall be liable for rustication for a prior extended up to 3 years for
any of the following acts:
(a) taking forceful possession, makes unauthorized use or damages any college
property.
(b) involving himself in any agitational activity
(c) found indulging in activities prejudicial and detrimental to good order of
the college.
(d) adopting unfair means in an examination.
(e) disobeying an order of suspension passed against him.
(f) any other acts which the Principal or the Executive Committee may construe
as breach of discipline.
(g) Anybody who does not submit the prescribed undertaking about non-involvement
in political activities.
D. A student suspended or
rusticated for the reasons mentioned above shall not be allowed to appear in the
examination.
E. EXPULSION:
A student will be expelled from the college if he commits any of the following
acts and this order shall be final and irrevocable.
(a) is found in possession of firearms or lethal weapons or narcotic drugs in
the college premises, hostels, examination halls and teaching hospitals or any
areas specified by the Principal.
(b) remains absent for more than three months without permission of the college
Principal & his admission shall be deemed to be canceled.
(c) If convicted by a court of law for any criminal act.
6. UNFAIR MEANS IN EXAMINATION:-
The Principal/Academic Committee will suspend any student who is found indulging
in unfair means in an examination, with immediate effect. Further action against
him will be taken by the University authorities for breach of the Rules of
Examination. Notwithstanding any provisions to the contrary, he will not be
allowed to appear in the remaining papers of the examination.
7. The students shall form no society/association/organization.
8. No person shall be invited to address a meeting of the College students union
without the permission of the Principal, in all cases the chair shall be
occupied by a responsible person approved for the purpose by the Principal.
9. The Principal can from time to time issue disciplinary orders of permanent or
temporary nature, regulating conduct of the students within the college or
hostel.
10. Students on the roll of the college shall not be permitted to have any
private practice. Cases of such nature will be reported to the appropriate
authorities for necessary action.
11. Students desirous of writing scientific, literary or any other genuine
academic subject will get the draft of the text approved by the Principal and
will furnish one signed copy of such approved draft to the Principal for
purposes of record.
12. Students will not be allowed to address the national press on the following
subjects:
(a) Political or allied subjects.
(b) Matters directly or indirectly connected with the administration of the
College.
(c) Matters pertaining to the policies of Government.
13. Students are forbidden to address any higher authority directly. Any
communication intended for such higher authority shall be routed through
Principal.
14. Smoking and other activities prejudicial to the conduct of the class are
prohibited.
